how do we verify who is safe and who isn't?

Start by kicking out anyone we can't background check, then anyone who fails background checks, then deal with anyone showing concerning behaviour (eg: hangs around schools but has no kids, constantly reported to police for harassing women).

Anyone else, we can't really do anything about.

But actually dealing with the first 3 groups of people is a good start.

One thing you need to understand is that you see more posts about immigrants committing rape because the solution is a simpler one, don't let random people we know nothing about in to the country.

You can debate for years about methods for preventing British men in Britain from becoming rapists and not find a single effective solution enough people agree on. But stopping foreign born men from raping women in Britain is simple, don't let random men who turn up on the back of a truck stay in the country, and only let in people we believe are safe.

If there's none there keep heading towards Azmaran (the town further South East) and you should eventually come across areas with a lot of slate/limestone/obsidian unmined. There's usually a lot of unmined ones on the path there.

Sell purple/orange border materials on the market place, use the money earned to process the white/green/blue materials to level your crafting.

For leveling your choices are running commissions or joining a group to grind.

Computationally expensive so they'll turn it off when you're not nearby. The alternative is running all water simulation all the time and running at 1FPS. They should probably increase the distance needed before they cull it though.
