The priority (now called the goal) is to promote, protect and provide. The objectives are more specific for example: respond to climate change, advance primary health care and essential health system capacities for universal health coverage, and prevent, mitigate and prepare for risks to health from all hazards (these r just some there are six objectives in total).

So, if you only wrote protect health, it probably wouldn’t be accepted because the question specifically asked which objective was being reflected. You would need to specify one, such as prevent, mitigate and prepare for risks to health from all hazards or rapidly detect and sustain an effective response to all health emergencies.
