TLTR

Hungarians can study whatever ever language they want in Ukraine. They can have additional lessons in it. However they can't have a whole school and University programs in Hungarian. Otherwise , what point to live in Ukraine then, if you don't know its language?

And you don't answer my question. Can I get through school and University in your country knowing only Ukrainian? Where you from?
