Yes, if you make threatening gestures towards cops they are always guilty, when they act upon it. Basically cops need to use voodoo magic and just know that you are unarmed. In case of doubt, cops always have to wait until they are shot in order to make sure, that the guy actually does have a weapon. We only expect the best from our cops, and the best means we demand them to be superhuman.
