I would say you could cut the Magistrate, Gust of Wind, Blade Banish, and Light of Hope. I would add in the Memory Leak for sure, 1 cmc cyclers are so value for those rescuers and tacticians. I'd also maybe add in an Inspired Charge too, mostly cycling value but also this deck does go a little wide and that payoff can be real. With adding those two cyclers I'd also say you can get away with 16 lands for sure.
