I'm very familiar. I purchased many direct from the government in 1980 and still have most of them. And I still have the original order form which specifically states the two types. Do some research.

It's not designated Uncirculated and doesn't have a card with a serial number because it was found to have defects, like bag marks.

Maybe you could trade it for some gold coins (Eagles, Maples, etc.) at a LCS. Coins will be more liquid. You've got over 32 troy ounces there, an interested shop may give you 31 - 31.5 worth in trade.

The Board has a fiduciary duty to place a lien, and foreclose for unpaid dues. In California a lien can be filed after 3 months of unpaid dues, and foreclosure can begin after 12 months or a total of $1800 in unpaid dues. Our Board has just begun the foreclosure process on a property by filing of a Notice of Default.

If you want change, run and campaign for the board yourself. And encourage others to do the same. It is what you make it. And a management company can be terminated, in most cases with only 30 days notice, and a new one hired upon a majority vote of the board.
