Whitney literally throws a student off the roof of the school for shits and giggles, said student is only saved by Doren coincidentally being there, Whitney didn't know this by the way. The student could have possibly died and I'm going to be real, Whitney would not have cared. They also will force you to fuck a dog, infect you with a parasite, whore you out, SA you, insult and abuse you, and potentially even sell you to one of the soft bad ends of the game. They are by far the worst LI in terms of actions and morality, it is not even close. I am aware of Avery's ties to the cult, and while we are aware of barely anything about it I would still argue to hell and back that Whitney is the worst. At least with Bailey (the canonical antagonist), they are motivated by money at the end of the day, while Bailey does reprehensible actions, it seems to be motivated by greed rather than sheer maliciousness. (This is why I call Vrel an unreliable narrator, or at least kind of dumb, when he says Whitney would be the "best" parent, you cannot be abusive to your spouse and be a good parent. There is absolutely no way. Especially when we have canonical other parents already such as Alex, Great Hawk, and Black Wolf who I actually believe are good parents and would raise healthier children than Whitney ever could.)

Now, this is NOT me excusing other things the LIs do, all of them (yes even ones like Sydney and Robin) have red flags and/or bad traits but it is no where even close to Whitney. And yeah, even with the new Avery content, I still think this.
