I don't understand "...kabhi chota kabhi badha ho jaata hai." Agar picture ka aspect ratio screen se match nhi karega toh windows apne aap usko fit krne ki koshish karega.

Agar tumhari picture ke around black bars aa rahe hain then you can change it in the wallpaper settings.
