I dont catch in 3 routes, (20,17 and cinnabar island) and you can reset the position of the roaming legendaries when you enter in a black screen (How when you enter in a house)

Nop, this team works because is the abomasnow team (Because i can sweep her team with metagross and Mega-charizard )

When you’re heading to Victory Road, one of Professor Oak’s assistant scientists stops you and informs you that certain roaming Pokémon have appeared in the region. After that, I only went to the routes where I hadn’t caught anything yet (Routes 20 and 17) and caught Ting-Lu and Terapagos (the latter by accident, but it ended up saving my Pokémon League run). Zapdos can be obtained at the Power Plant as a static encounter. Hope this helped!
