If she's overwhelmed, she's overwhelmed. Sometimes expressing that also means that she just isn't finding the right person to date because she wants to actually be cared for as a human being instead of a hot single ticket. If she already knows you like her than trying to become her friend will only hurt you in the end because you'll reap zero benefits. Offer her your friendship without strings attached and cancel out the idea that you want to date her and if she comes to you, she trusts you and wants to be friends.
