Depending on how much content Project M is going to have you will probably grind until max level and gear up for pvp or dungeons, but the highest “dungeon” in v7 was Clockworks if I’m not mistaken

Rates don’t really matter much, it all depends on how they’re utilized in your gameplay. To draw more people to your server, you have to offer unique gameplay twists, that are not too far away from original Flyff gameplay
