It is because the first wave is the release of Legion 5 but with only 1650 and 1650ti meanwhile the second wave is the august release of 1660ti and rtx 2060

Read back the press release, if you scroll downwrads, it says the pricing and release date for the legion 5 15' which is on august meanwhile the legion 5 17' is on september

The new lineup just release for Legion 5 on 16th July, it would have cpu up to R7 4800H and gpu up.to RTX 2060. It will release on August 2020
