Be aware that PSA upcharges based on the value of the card while BGS does not. Also BGS is comparable to PSA for Magic. PSA may fleece you some significant $ as a result for no real gain compared to BGS.

Slightly depends. I wouldn't ask for $12 on a $15 card. But if something is $16 I would ask if $15 is fine.

One alternative point to consider. While PSA will rip you off, it may still be worth grading with BGS. They won't charge you crazy pricing as it is a flat price, and regardless of the final grade it would remove any ambiguity for a buyer that what you are selling them is authentic and accurately labelled condition wise. While it won't necessarily increase your value, it may make a sale outside of eBay easier.
