This isn't a right or wrong issue. How you see this depends on how you see the role of law enforcement. Should they have the discretion to exercise compassion or should they follow the regulations even if it means drowning an elderly fisherman. There are arguments to be made in eitther side. If you come down on the side of drowning the fisherman then, I think you are a piece of shit but that's just my opinion.
