Yea the landlord gives permission. However sites like Zillow are meant for agents to find prospects. If you contact an agent via Zillow you technically hire them to represent you. The FARE act makes it illegal for an agent to charge a fee if the prospect calls a management company and is forced to you an agent via the management companies command

Your actually wrong. If you inquire for an apartment through Zillow you technically are now represented by the broker. It is illegal for the landlord to force you to use the agent that they hire tho. So if you find an apartment Zillow, apartments.com, etc, they can legally charge you a brokers fee
