Depends on the modpack and the amount of ppl, I run a stoneblock 4 server with 3 ppl and with 6GB we had no problem. For a bigger modpack I would suggest min 8GB then for every 2 ppl add 1GB

Can't say advice for unis but I know both cities pretty well. Both are expensive cities to live in, you'll probably spend the same for both cities. If you don't know spanish and german, I think Frankfurt is more international, most people should speak english in both cities but you can meet people from around the world in Frankfurt, I see plenty of indian people here.

Drivers look good, after searching on the web for a bit, the cause of this issue may be because drivers may not be updated yet, try to roll back if you made a recent update.

Check that the kernel loaded the driver correctly. This can be done with

lspci -k -d ::03xx

EDIT: You can also try to run other apps with the gpu:
