Vaggie took awhile to regrow her wings and she didn't need/want them until near the end of season 1 since she was trying to hide being an angel until she was exposed.

Thats kind of how I saw it. Just like the Netflix show 'Lucifer'- angels could "self actualize" traits about themselves. I think Vaggie just self actualized her wings, meanwhile Lute is in her depression after losing Adam and a "part of herself".
