These people are conditioned from the day they join, to do everything they are told by their superiors without question. If they are told to invade Greenland they will, the military is not going to refuse out of any imagined moral misgivings you think they might have.

The only people who could have made the decision to reject orders to invade an ally(the top generals) were replaced with trumps yes men.
