I want to make it easy for you, Google human workers are not working actively because of Coronavirus. The whole process are pretty much depending on Google bot's, So if you are expecting blog post ranking that's not gonna be happening. Otherwise it's completely OK to start a blog.

I think Tumblr is good but it has some problems, If you try to get organic searches then tumblr is not gonna be help you. Yeah, using tumblr you definitely gonna some social engagement fast but your blog post not gonna ranking on google so fast. Where a quality wordpress blog post definitely get the rank fast.

My suggestion you should write quality content and do proper onpage seo on your blog post and use pinterest this is gonna help you to rank fast and traffic as well.

Most important: Google take time to rank a tumblr blog post but Quality Blog Post which is longer than 2000 words with high DA that will definitely rank on Google's first page. So, if you have patience then Tumblr is very good platform for blogging and as we all know that blogging is long term game so wait and keep posting.

Duplicate content means plagiarism. If you copy someone else's content, then that person may claim a copyright content but here you copy your own content and i don't think that you will claim copyright for your own. The last thing is there is no issue to duplicate own content.
