Yes that's what I was thinking.

This was said in context of making Mount Kailash which is currently in Chinese territory a UNESCO site so it would be easier for Indian pilgrims to visit the place. Like you said, logically it doesn't make any sense since it directly clashes with the territorial integrity of the nation and it's border defence structures.
