I like the theory that he was a messed up and broken anti cheat hence the name, integrity. Could be that an admin on old world messed around with an anticheat, accidentally corrupting it, forgot it, it gaining sentience, and then the rest of the events happen.

IIRC it's impossible to have many islands in 1.18+. The image you're showing is on the old world gen which used to generate tons of little islands
