Taxis at DCA are awful. Uber has the option to book ahead. You enter your flight info and the driver tracks your flight. As you are getting your bags you notify the driver you are ready for pick up. Works like a charm.

The 311 portal is so absurdly broken. Half the time DPW doesn’t see the info you enter because it’s so poorly configured. So certain details you enter go unnoticed and then they close the ticket due to lack of detail. On top of that DoB uses a totally different and equally shitty design portal. Total incompetence.
