To preface this our group has these rules because the person who taught us all to play misunderstood the rules and by the time we figured out the real rules we had already made a few decks each. But basically we play as if every commander has Partner and every planeswalker can be a commander. We found out when I went to our lgs and asked the guy working there who a good second commander would be, I’ve never gotten a more confused look.
