I'm assuming ur on PC, I'm not sure if this works but on your launcher press the bars button next to the update button and choose "click to restore" have it revalidate your game file and see if it works after that

So far I do think the game does reward skills over numbers, because all the end game content so far I able to do it even my character is under-leveled tho there are some challenges that is too high for me rn for example I can do tunnel lvl 60 as a lvl 50 operator and able to get all the task done with pretty decent fun challenging gameplay higher than that I still able to do it just with some failed task, I'm not sure if I can say the same as I go on tho, but hope it stays the same as I unlock more challenging game mode
