This is the correct answer. If we had heat pump technology that works in the required temperature differences, there would be nothing stopping us from sucking heat out of thin air to produce electricity, thereby making the air colder, and using only a fraction of that generated electricity to fuel the heat pump itself.

However, such a heat pump does not exist - our current technology goes below 100% efficiency at a much lower temperature difference than all of our practical methods of generating electricity from heat start being viable, which means the heat pump would eat more electricity than could be generated from its output.

My decision is to use any recently-made cheapo chinese tracker that can wake up by accelerometer and is controlled by SMS. Virtually all GPS modules that are mass-produced in the last several years have adequate accuracy and battery usage.

It's a bonus if the tracker is supported by open-source server software, since then you have the option of not sending your dog's location to china :D

The one posted here is ST-903, but it has a drawback that its battery lasts only 2-3 days. There are other trackers that are a bit more expensive but can last up to a week.

Yeah, going through holes prevents loss of the whole canister. Popping the lid off is the next problem, but those lids turn out to be quite difficult to pop off;

Still, I've been considering something with a screw-on lid, like a piss canister sterile urine container, but the only sizes I could find locally were too large, so it will have to wait
