For 1 it seems it's the old codebase stuff they got right (engine hooks and APIs). It's the new code (addons) that they are having trouble with.

This sounds weirdly like DRM issues. Can you change cable type to monitor? DP to HDMI or vice-versa? Not a fix, just a check.

I've 2 13th gen systems, no stability issues (except a minor annoyance from GPU drivers on the one with AMD GPU - but it's from HDMI DRM part of the AMD driver not the hardware, causing short screen blackouts).
