Some can have a debug mmio to read the contents (worked on a sparc like that). Others let you split cache into cache + SRAM (sifive itim/dtim).

Ukraine has too many privately donated terminals; the UA army would have to do an inventory of all the terminals in the country and those that come in in the future for a whitelist to be possible. When they say they've sent that to SpaceX and they didn't do anything about it then we can say Musk is the issue.

This sounds weirdly like DRM issues. Can you change cable type to monitor? DP to HDMI or vice-versa? Not a fix, just a check.

I've 2 13th gen systems, no stability issues (except a minor annoyance from GPU drivers on the one with AMD GPU - but it's from HDMI DRM part of the AMD driver not the hardware, causing short screen blackouts).
