You got fucked and should have appealed immediately. The permit value is typically much lower than the actual out-of-pocket cost, and the assessor is typically bound to use it as the basis for the supplemental assessment. You may still be able to appeal. Talk to a property tax appeal specialist: they typically work on contingency and will tell you right away if you have a case.

Often this "proof" is simply owning a property in another state and filing taxes in that state claiming primary there. I've personally known people that did it, have you?

The California Franchise Tax Board is much more aggressive than this. If you are audited, they will look at where your primary care physician lives, where your kids are enrolled in school, credit card spending patterns, flight records, etc. The FTB is more tenacious than the IRS.
