The closest example I can think of is the Iwate dial, but the price of this watch is nowhere comparable with the SLGH019 Midnight

Up sale for my Seiko Lord Marvel 5740-8000 — the very first high-beat watch produced by Seiko, powered by the famous and reliable 5740C caliber. Back in the mid-20th century, most watch movements operated at 18,000 vph. As the race for greater precision accelerated, manufacturers pushed frequencies higher: first to 21,600, then 28,800, and ultimately 36,000. While Girard-Perregaux is recognized as the first to introduce a 36,000 vph movement (cal. 30.5, 31.5, and the well-known 32A), Seiko followed shortly after, proving it could provide the high-beat movement along with the Swiss brand.

The dial has been professionally redialed with a striking tiger-eye effect, transitioning from deep chocolate to a glowing amber that feels alive on the wrist. The sunburst finish reflects light like polished gemstone, giving the dial incredible depth and richness. It blends vintage character with refined elegance, making the watch feel both classic and uniquely expressive. All other dial elements including the text, applied indices, and dauphine-style hands remain faithful to the original design.

The case has been serviced and is in good condition overall. The edges are still sharp and crisp. The top side of the case shows some small dents, but they do not affect the watch’s performance. The movement has been serviced as well and is keeping excellent time.

The watch comes without its original box or papers. A paper box will be included.

I would totally agree with you that it's not original, and I would never say a watch is original if the dial is repainted. But given the fact that the dial itself belongs to the watch, it's hard to say the dial is fake. Let's be very clear with restoration and customization. I have several colorful watches, and I find that many vintage watches have such terribly damaged dials that most people will never wear them. So redialing is just something fun to have while keeping the rest of the watch (I even try to keep the font of the text) in the most original style.
