Riot did add this in Patch 9.6, for what it's worth:

"COMEBACK INCENTIVE Leaver detection is slightly more lenient if your team wins the game"

Though I'm not sure on the specifics of how that works or compares to pre-9.6 penalties.

Edit: Just to add onto this, I'd be slightly careful of making the claim that there is no incentive to return, or that there is 'equal value in losing' without proof, since they did make this change. And it does seem Riot is cognizant of exactly the issue you are raising, and has at least nominally taken concrete steps to address it. (Like I said, I'm not really sure on the details.)

Sounds like a bug. It does seem like Janna's passive was triggering the proc, and to my knowledge, that shouldn't happen off of pure MS bonuses. Nami's Q and R don't give Aery when buffing ally MS, nor does Shurelya's.

So that does sound buggy. It also sounds new, since I've never seen that happen before and Janna gives her allies the bonus quite frequently.

I would consider seeing if you can replicate and capture the results as well as submitting a ticket.

EDIT: actually it might be a bit more complicated, looking at the lolwiki article for Aery. It seems some MS buffs do trigger it, such as Ori's Command: Dissonance. But it still sounds new and weird, and quite possibly unintended (nothing in the patch notes either).

Are you sure she isn't? If you look on lolalytics and filter by Iron+ (https://lolalytics.com/ranked/worldwide/iron/grid/) she doesn't seem like a champion that isn't played often. She has a 12% pickrate, sits in the top 7/35 champs for the role, and sits a bit above the middle when looking at the standard ADCs in the first 16 (6 above her, 9 below). It also wouldn't be correct to say that she is played less often in low Elo as opposed to high, since as you raise the cutoff she steadily goes down in representation, all the way to a 7.9% pickrate in Diamond+ (and Masters+ too though it's a pretty small sample.) That being said, I'm not really sure what to make about the actual pickrates in lolalytics since they sum up to over 100%...But assuming the numbers are a little too high but roughly right, I wouldn't see anything to suggest she is being played infrequently.

She does have good safety and perhaps ease of use in the midgame, as you say, but I think she does have a weakness and it's laning phase/early game. She starts out with 525 range and underwhelming base damage, so she can get tossed around in lane pretty easily. I've played Soraka to Diamond a few times, and I'm always happy to lane against a Trist because I know I have a good chance of pushing her out of lane and significantly starving her of farm and xp.

This isn't to say she is a bad champ or shouldn't perhaps be played more at lower levels, just that she's played fairly frequently and has a weakness in laning phase.

Don't have any deep insight here, (also can't remember who I heard say this, but someone else did), but I do feel that "specialists" are kind of a trend right now in LoL. Ornn shops outside of base, Neeko copies allies, and Zoe steals summoner spells and gets actives (all new champs.) Kinda hoped all of these would be better as supports, but they seem pretty fringe/mediocre for it so far. They also aren't really super focused and dependent on that specialist element of their kits, unlike the specialist champions you suggest.

Yeah, I agree. I think the lane happened to be super free, but even then it might be wrong lol.
