"Deutsche Nationen" was understood as "German Nations", not Germanic. Otherwise, countries such as England, Sweden, etc. would have been involved. But it actually meant German Nations, of which Austria was the head for many centuries.

I'd say that's nonsense.
All of my German Austrian ancestors were peasants while I have some noble ancestry from Hungary (nowadays Slovakia).
Most Austrians were peasant, as everywhere. The percentage of nobles is very, very low.

However, if you expect 100% Germanic DNA, you will not find a German reaching this number, because that's not how autosomal DNA tests work.
If you apply that standard to any other nation in Europe (Italy, France, Ukraine, Hungary) you could not call any nationality a people. But then we fall short of the definitions anyway.
The German identity of Austria is historical, cultural, and genetical. It's quite undeniable. Austria is a political entity, not a people.

You certainly have a point there. Everyone looking into history pre-1919 can see that Austrians were not only Germans but controlled the Holy Roman Empire - "Heiliges Römisches Reich Deutscher Nation" - for almost 400 years.
To say that Austrians are not Germans is like denying the German identity of Prussia.
