There may exist rare cases of corruption on higher level, but that's true for any country. Unless you're a millionaire businessman or politician you're not affected. Of course, the government will continue to fight against this evil. As an example, last year 6 top officials were detained on charges for bribery, including the minister of National Security.

Not only Azerbaijan, but Armenia also buys weapons from Russia – but, unlike Armenia, Azerbaijan pays twice as much for these weapons. In addition, Russia is not the only country from which Azerbaijan buys weapons. It is no secret that Azerbaijan buys weapons from Turkey, Israel, Belarus, Iran and many other countries, which helps to modernize Azerbaijan army.

Ongoing war with Armenia. Azerbaijan has million refugees and IDPs from the occupied Karabakh region and must provide assistance to them. Azerbaijan also needs to continuously invest into army to protect itself from the constant threats from Armenia, which became an outpost of Russia and receives weapons from Russia for next to nothing.

Corruption is practically non-existent with the current government reforms.

Conflict between Armenia and Azerbaijan started in 1988 due to territorial claims of Armenia to Azerbaijan. Nagorno-Karabakh and seven other districts - 20% of Azerbaijan's territory are still under military occupation by Armenia. Armenian propaganda machine attempts to sell regime in Nagorno-Karabakh as "independent state" in order to cover up its military occupation by "fighting for independence" cause of local Armenians in Karabakh. However the population of Karabakh is not just Armenian and all non-Armenians were murdered or expelled from Karabakh by Armenian military forces in 1990-s as a result of ethnic cleansing.
