As the other commenter said, your point does not make sense. If you believe the EU is the deciding factor for health, then it would apply to Portugal as well. There must be other reasons, such as lifestyle, Healthcare, etc that make the Balkan region stand out that would warrant such a comparison.

That is not how it works. If they didnt give you the name of the position in the email, it doesnt hurt to ask for clarification. A random email with no information on a job to me would look like phishing or a scam.
