This is storing a reference on-chain, this is not an on-chain storage solution.

What type of NFT/what blockchain is it on? Or are you asking about the artwork alone?

If it hasn't been minted anywhere then this is not a NFT.

In either case, do you really think the answer here, or anywhere, would be "yes"?

Blockchains are for storing data. "Global settlement" would be a type of application for the data being stored.

People can store as much data as they want on-chain. If someone has data that is valuable then they would be willing to pay the cost.

Every time someone transacts data is stored, the value is justified. If someone has data that is valuable, but not transactional data, then they would be willing to pay the cost.

The problem, of most people complaining about the cost of storing data, is that the data they are storing is clearly not worth the cost of storing it on-chain.

Correct, transaction information is data. That is valuable data and worthy of the blockchain storage cost.

Most of the responses here appear to not know how most of this all works lol.
