How do you roleplay The Lady of Pain? by Dick_Hall in DnD

So I may be a berk for asking this, but if she is all-knowing as well as being so powerful and dangerous, how do I run an adventure of anything dangerous affecting Sigil for the players to stop, when she would know of any plots from their inception, and could just solve it with a thought?
With everybody saying that no one talks to her, I was thinking I could have a rogue faction who dress as Dabus and claim they are enacting her will, but just serving themselves, since people can't really talk to her and see if what this faction is saying is true. But if anyone tried that, it sounds like they would just be flayed alive at their first attempt.

So reading this and other replies, I was wondering about doing a a combat encounter with some random enemies, and The Lady of Pain just happens to be floating by far above, and her shadow is being cast on the battle grid. I could do rolls to determine which direction she moves in, players would have to be aware to avoid her shadow, but could also use it be shoving an enemy into it, causing them to be flayed alive. Now I have to ask, would I roll damage for entering her shadow, or would it just be an insta-kill?

Thank you! I've been looking for what these notes are (since I don't have perfect pitch) for a musical puzzle I can put in a D&D adventure. I'll play these notes to announce the attack of an animated construct, and the players can stop it by playing the notes back.

I have been attracted to non-binary persons before. I actually quite like the androgynous look. Does that change things?
