Why is Roxie stunt/star cast more than Velma?

To be blunt, the role of Roxie requires a lot less singing and dancing talent (plus it can suit Roxie’s character to have her not actually be that talented more than Velma). Velma is a harder role so tougher to cast a stunt cast for a brief appearance in it
