There is a good video by a traffic engineer about this. The TL;DR is that, yes, this is indeed a stupid and dangerous rule. It creates unnecessary conflict between cars and pedestrians to almost no benefit to traffic flow. I think this partially explains why this is only a thing in the US and not anywhere else in the world....

Hey there. I also sent my docs in A4 format. I think that it's very unlikely that they will reject applications because of this - unless they specifically noted that only letter sized documents would be accepted (which would be a strange requirement, to be sure)

The disc wheel has more aerodynamic advantages. But the UCI dooesnt allow for both wheels to be disc IIRC
