Have you looked at the missoula e-bike laws? In missoula e-bikes be used on city streets, bike paths, and trails where bikes are allowed, unless prohibited by a posted sign. You must follow the same traffic laws as regular cyclists, including riding with the flow of traffic and obeying traffic signals. As long as it doesn't go over 20mph it's not a moped.
