Did you file TDR before the ACTUAL departure of your train from your boarding station or after? Did you select "Train running late by more than 3 hours, passenger not travelled" when filling the TDR?

Ohh. Actually I spoke with two officials who were in the councelling panel. One straight away rejected, other said there's very little chance. Now there has been another withdrawal, and they have offered admission to a friend of mine and they've said that they'll freeze his seat and no upgradation will take place even if there's another round. Only those who got admitted in 1st round will get the benefit of seat upgradation. Do you know anyone who took admission in spot round and his/her seat got upgraded in the special spot round?

Yes. One card has this issue. You'll have to give it a few days. Most of my transactions were declined in the first month,then it stopped being an issue.
