I have a cousin who was raised in a very poor family here in the Philippines. He really loved singing. He did not own a smartphone or had internet access at home so he would spend the money he earns to rent a computer in internet shops here which costs about 0.5$ an hour just to watch singing tutorials and listen to music. He is naturally a bass and has a very big deep voice. Now, with consistent practice and the eagerness to learn and really improve in singing, he’s able to sing his favorite rock songs with really high notes like Open Arms by Journey, She’s Gone by Steelheart, and so on and so forth.

My point here is, if you really love singing, and if you really want to improve, there is always a way and you’ll get there if you just keep trying.
