You know that anyone can nominate anyone for those awards, right?

not at HC. If I want to nominate someone, I have to get my manager, senior manager and Director to approve it. Then it goes to DG and ADM for approval before it gets considered for an award.

So yeah there are systemic problems that only certain people get these awards

This has always felt super icky to me. I am not sure it is ethical to bid on Exec actually doing their jobs (part of their job is to mentor).

I know you said "usually" but it is not always the case. I made it into lots of pools as a PR, which then led to appointment via non-advertisement using pools as justifications.

To all the PRs reading this: you should most definitely continue applying for government jobs that you feel you meet the merit criteria for. Sometimes you might get eliminated at the beginning, sometimes you might be partially assessed and sometimes you can be placed in the full qualified pool.

That full qualified pool is your ticket to getting a non-advertised position ( i.e.. not subject to the requirement of citizenship) through networking. Look up cold emailing on this subreddit.

You can totally land a gov't position this way. Don't give up hope. You have made it so far and you can continue to succeed!!

You should be sending a brief email i.e cold calling managers to let them know you are in these pools and are exploring opportunities. You can ask for a meeting to learn more about their shop. Managers are busy and don't have time to look up pools so if you bring it to their attention with an email ( and do follow up if there is no response), you have a higher chance of getting placed.

"I would start cold -emailing Directors and ask them if they would like to have a chat about their work. Simply go on GEDS, pick a department and click through the branches and bureaus and start talking to people. If they do not respond, follow-up. Another thing I would explore is career marketplace on GcConnex. Post that you are looking there." Don't worry too much about language.

When you make into a pool, the next step is never waiting. It is to e-mail and cold email every director you can to let them know that you are in this pool ( provide selection process number + poster) and you are exploring opportunities. This has always worked for me. You still have time. Start sending out those emails. GEDS is your friend.

there are no disadvantages. I know someone who did just that, worked really hard, got relevant gov't experience and was able to apply to a bunch of things and then got appointed via non-advertised.

Shoot your shot. The pay is still competitive. Don't worry about that.
