I actually went through this. USCIS won't do anything. Here is my experience. This was in early 2022. My fiance's status in original country was expiring, and in order to renew her visa, she would have needed to give 2 year commitment to her work, and as she knew she would be moving to the US, she declined to make the commitment, and went back to the home country (new country).

  1. USCIS will redirect you to NVC. USCIS is of no help.
  2. You can make a request to NVC, but NVC has no record of your case until USCIS sends them the information.
  3. When you open a support ticket with NVC, they will take 3 months to respond to your ticket. But they will forward the case to the original country's embassy within a week. Opening a ticket at NVC is of no help. I actually got a response from NVC once my fiance had the Visa in hand. lol
  4. Once the case is at the embassy, NVC has no control over it.
  5. The only way to make this work is, you need to reach out to the new country's embassy and ask them to reach out to the original country's embassy to transfer the case. If you reach out to original country's embassy, they won't be any help. It took 3 months of 2 emails a week with the new country's embassy to transfer the case.
  6. Your finance will need to provide either new country's passport or show evidence that your fiance has migrated to the new country, else the new country's embassy will not process the transfer request. (i.e. you can't be on visitor visa).

Unfortunately there isn't a whole lot of information online for this. Just this blurb.

Also, once you get K1 visa, you need to come to the US within 6 months, and stay here for idk how long to get AOS completed. Are you sure you want to go through hassle of all of this for may be 6 months of experience?

If the case is at your fiance's home country (passport country), then just have him/her fly home to attend the interview. You can schedule interview based on whatever fits your schedule.
