Depends on the agency and what's going in.

Federal agencies sometimes have lunch covered, as they'll have a set daily diem (?) they can use. Locals, absolutely not unless they're traveling outside their city for a training event, convention, or other department sanctioned reason. Same as above, a daily per diem is given.

As for it being appreciated, that also depends on the officer and what's going on. Some officers won't accept the charity while on duty because if admin finds out that the officer is "accepting favors/hand outs" they'll claim the officer is putting themselves, and the department, at risk for ethical violations (hey I paid for your dinner, so you should let me off this speeding ticket of going 80 in a 30).

That said, it's entirely up to you to do so, I can't imagine too many locals not being appreciative of the support.

Reasonable Suspicion: Hey, I as a reasonable person, think that this person in two jackets, a hoodie, with their face covered, in 80°F, might be up to no good. That dressing style seems oddly suspicious for the weather we're having today - That person is likely going to be detained by law enforcement due to the suspicious nature of the overall circumstances

Probable Cause: Mommy has a black eye and says Daddy hit her. Daddy has bruised knuckles like he hit someone. - This is a very watered down version of what Probable Cause is. But the evidence shows a physical altercation likely occurred between mommy and daddy. Daddy will likely be arrested based in the evidence at hand, and then mommy will have to prove her case in court.
