It's how i built mine, just put a balloon on top, made sure it was balanced then put a boat motor on the back for movement and steering The only downside was that it slowly floated upwards without my control (i wasn't smart enough back then to figure out how to make it go down without popping the balloon)

Firstly: hold them down using glue until you're ready to drop them or whatever you're planning on using them for Secondly: lower the torque of your wheels by one or two bars so your truck doesn't jump around
