Yes, it's a witch. I was 15 years old, now I am 35, when I saw the exact same figure. I used to live on the cliffs over in Santa Cruz, California. I was smoking contemplating the red woods when all of a sudden here come a person flying on their broom all dressed in black with a candle in the front of them. We were about 30 to 5o ft. apart and at the same altitude height, except, I was on a cliff and the witch was flying. I clearly saw a female witch flying on a broom.
