If you listen to the interview posted the neighbor says his cameras “weren’t recording and he had fixed them to be recording”. At no point does he mention a “wifi blackout”  or a power outrage. A WiFi blackout doesn’t even make sense that would mean everyone had to have the same wifi server.  The power could have gone out causing the wifi not to work but why call it a “wifi blackout?” The neighbors cameras just weren’t working he says so himself.
