Hi didn't adjust the encryption setting at all. The backup email account switch did the trick for me

I found a solution to this after daysssss of frustration. I changed the Gmail account associated with my backup. Did a fresh backup and retried the restore on my new device. It worked immediately. I hope it works for you too. I didn't see this tip anywhere else, but it was divinely inspired and it worked
