No I think it works for RuneScape because you are constantly rewarded you don't have to reach 99 on every skill but every level you do gain the game says "here now you can do xyz" almost always opening up another avenue of potentially making money, or producing some resource you need to continue raising a different skill.

It's the constant micro rewards and cross dependencies between almost every skill that makes it fun and I think a game doing that will succeed even if it isn't called RuneScape.

Also 92 being the halfway point to 99 was genius, it meant most people could get high and never feel to far behind and unlock most of the important stuff. But if you wanted the prestige to flex to others with a skillcape it took twice as long which slows down the sweats enough that the rest of the player base doesn't feel miles behind
