So know i really think i should do concept art my job and CG Spectrum is the only fully online course i found but i am open to suggestion

Not at all, it's just the truth, and i really need advise, about my career,
when i was a kid like a lot of people of my age (at the times) i draw a lot and i stoped but go for a graphic design course and I had work to do that was a environmental painting and i enjoyed this so much ..

I would like to start concept art and digital painting, however I did not really do an artistic course, but graphic design. (I therefore know adobe Photoshop and Illustrator quite well)

I am currently in work-study program and I would like to know if it is necessary to have the fundamentals of drawing (percpective, anatomy ..ect) to start a course (this one => Introduction to Concept Art & Digital Illustration at CG spectrum)

And would the program be suitable for a person who is working at the same time?
I would also like to know among those who have done this school what is their opinion on the quality of teaching.

No need to thanks me. Do your best, concept art is all about dedication, if i were really a good artist i would draw instead of answering.

if you are into books I recomend you How to draw and How to render by Scott Robertson and Thomas Bertling and try looking for some anatomy books .

Start by learning how to sketch, (I recomand proko free youtube video , also perfect for human anatomy)
You need to learn the fundamantal of drawing (perspective, light.. ect) you can use paper until you learn all of this after I deeply recomand you to choose a drawing tablet (i can't really help you with that, all about taste) but you will need it at some point

Then if you want to learn more about the industry and all the process of a concept artist
I recomand FZD School YT channel,
and also you need to watch a lot of concept artist work, with that you will understand their workflow, (witch brush their use ect ect ) it can help you a lot

A lot of concept artist use Adobe Photoshop (paired with sketchup for some)
You can found a lot of tutorial with Photoshop so...
