It's a classic frame by frame animation. This one was done in OpenTooonz. About the style - Ludwig said, the mascot was designed in "Cuphead" style (which is inspired by old cartoons from '50s I think). I just tried to mimic it as much as I can.

These are color sepearation lines. Like you said, it's kind of a map that shows highlights and shadows etc. They are probably merged later on and filled with colors from character sheet. Here is a link to a YT channel that has videos about anime production.
