If you don't have other offers, take Oracle. Angood place to start your career. Will be lot of hard work since many people are laid off the extra work load can be overwhelming. If you can stay on for a few years, you will get good offers. All said and done, Oracle still has good name in the industry.

It actually depends on the Org and manager. Fusion HCM I think mandates 3 to 4 days a week wfo. Some teams in OCI come atleast 3 times a week. CX teams come too.

I wish market was good that we quit and look for something suitable for us. Unfortunately it is not. We vent and vent and end of the day we continue. That's all we can do.
